Soto should be able to call the police about the incident so that the police will be able to make record of his call. A lot of people are walking around the street not knowing they are suffering from abnormal behaviors because they don't know what they are doing until it gets them into trouble. Anna who is the mother of the child is also suffering from abnormal behavior because a mother will not want to hurt her child for any reasons. Anna may also have face a lot of things from her childhood that will make her to abuse her children.
