INTRODUCTION
It has become evident that it is critical to identify factors impacting on the living standards and quality of lives of communities, which is negatively affected due to the absence, or poor quality services rendered by municipalities in South Africa. The overall perception of local government in South Africa is that service delivery levels are declining and that it does not only reflect poorly on the management of these municipalities but has a critical impact on the Government's ability to ensure that quality services are delivered in the country.

The poor quality, or the lack of these services result into obstructing growth and development of in business or industrial areas which limits job opportunities for residents and further has a negative impact on the health and living standards of th e residents. These concerns have trigge red the question as to what would have to change to improv e service delivery in the CJMM. The fact that leadership has the ability to reshape the manner in which employees act can change the manner into which the company performs, and thus raised the question as to what the effect of leadership is on employee workplace spirituality, -motiv ation, - citizenship behaviour and organisational performance.
